Is It illegal for Fedaral Funds to Pay for Abortions?

Because the way it works that with the 1/3 of it's finds that PP receives from the guvernment those funds cannot be allocated to fund abortions, but then all those funds do is free up other funds, from donors or services provided to fund abortion. So actually federal funds ARE funding abortion.
